Indeed we could assert that these plans fit precisely the terms of the briefing given to the Chinese in November 1987, in particular meeting the Chinese points that all three services should remain, the patrol craft would not be withdrawn, and a third or a quarter of the then Garrison strength should remain. (However we recognise that the Chinese may well recall the indication given in the briefing of May last year, that the Garrison would not reduce to one Battalion until 1996).
4. This clearly will require careful handling. Grateful if UKREP could put in hand a draft speaking note. As for the public handling, MoD envisage a Press Conference in Hong Kong held by CBF, with the Secretary for Security in attendance. Announcement in Parliament would be by inspired PQ. MOD will prepare drafts for both in collaboration with HQBF, Hong Kong, together with supporting Q and A material. We will ensure that you and copy addressees have an opportunity to comment in draft.
