The policy guidance contained in the 1993 Review will enable
HQBF HK to prepare in detail the Hong Kong Garrison Withdrawal
Plan as the executive document for the conduct of the tri-Service
withdrawal from Hong Kong to 1997; and the HKSC should be
informed of the development of the plan from February 1994
(paragraph 47).

Residual matters that may fall across or extend beyond 30
June 1997 should be addressed in the 1995 Review (paragraph 48).
RECOMMENDATION
50. It is recommended that the Chiefs of Staff endorse the
conclusions of the 1993 Review of the Hong Kong Garrison Outline
Withdrawal Plan.
