The Chiefs of Staff directed at Reference A that the Hong Kong Garrison Outline Withdrawal Plan should be reviewed biennially. As a result, CDS 13/89 was produced in 1989 and CDS 32/91 in 1991. The 1993 Review has been staffed at desk and one- star level, and is now enclosed for two-star staffing and comment as appropriate.

The staffing timetable for the 1993 Review was agreed by the HKSC at Reference D above, and milestone dates are as follows:
