THE HONG KONG GARRISON WITHDRAWAL PLAN
1. Most of you will be aware that the Outline Withdrawal Plan for the Hong Kong garrison is being reviewed for the third time. This is a very detailed piece of work and will take until about September 1993 to complete. In the meantime it has been agreed that in the light of the sensitive attitude of the Hong Kong government to the garrison, particularly over costs, it would be prudent to agree with both Ministers and the Governor of Hong Kong the broad policy framework against which the review should be carried out. It has also been agreed that this work should be completed as soon as possible, by means of a short paper which can be endorsed by the Chiefs of Staff; agreed by the Secretary of State; and then cleared
with in suitably sanitised form - the Hong Kong government.

2. I attach a draft of such paper which has been drawn up in consultation with DO (FEW) and his staff. Some points to note:
the Annexes are not attached and are being prepared separately.
