1993 REVIEW OF THE HONG KONG GARRISON OUTLINE WITHDRAWAL PLAN PRE-BRIEFING BY FEW 2

1. Addressees will be aware that the 1993 Review of the Hong Kong Garrison Outline Withdrawal Plan is currently in progress, and a copy of the staffing timetable is attached. The desk-level draft (with informal exposure at 1* level) is due issue by 5 Mar 93.
2. Addressees may be unaware of the 'two-track' approach that is being employed to staff this paper, and that the original date for the paper to be taken by COS is now Jul 93, rather than Sep 93. This represents a compression of the staffing time applied to the 1991 Review from 14 months to 7 months.
3. In order to ensure the rapid and efficient progression of this paper, and to explain the two-track' approach that has been adopted, as well as explaining the concept of the Review and clarifying aspects of the desk-level draft immediately before its X circulation, FEW 2 intends to brief desk-level addressees on the 1993 Review on 1 Mar 93. He will also deal at that time with any consequent queries in advance of the issue of the draft.

It is hoped that this pre-briefing session will alleviate staffing difficulties and reduce to a minimum any comments (other than on matters of fact) consequent upon circulation of the desk- level draft.
5. The briefing/discussion period will be in the Main Building Main Conference Room at 1430 hrs on Mon 1 Mar 93, and will conclude by about 1530 hrs (dependent upon the extent of follow-on questions and discussion).
6. In order that the ambitious staffing timetable for the 1993 Review may be achieved, it would be appreciated if as many addressees as possible would attend this briefing session. Please that the distribution below mirrors that of the desk-level circulation for the 1991 Review; and any errors in or omissions from this list should be notified to FEW 2 as soon as practicable. Attendance at the briefing session by desk-level officers additional to the basic distribution indicated will be welcomed.
