PROBLEM
How to respond to the attached personal telegram from
the Governor to you about the need for early reductions in
the costs of the garrison.
RECOMMENDATION
2. A telegram to the Governor up-dating him on the MOD's plans for reviewing the withdrawal plans this year, offering to help where we can, but indicating that we will not want
to be drawn into the dispute between the MOD and the Hong
Kong Government over funding of the garrison. I submit a
draft telegram.
BACKGROUND
3. The Governor's appeal for our help puts us in a delicate position. We are in the confidence of both the Hong Kong Government and the MOD. But neither side is being fully frank with the other and there is a good deal of mutual distrust. Both expect us to be on their side.

There are two interlocking processes at work:
