42. HQBF Hong Kong identified in their 'Last 12 Months' paper" a
need for the operational tasks carried out currently by the RN patrol
craft and by the AAC Scout and RAF Wessex helicopters to be satisfied
by other means, or by non-Garrison forces, from the end of March 1997:
in order to
to facilitate the timely disposal or removal of these
Garrison assets. The HQBF Hong Kong paper assumes that a NTF will
assist the final withdrawal of the Garrison. The main conclusions of
this paper accord with the Ministerial guidance provided in 'The MOD
policy paper 'The Rundown of the Hong Kong Garrison to 1997'; and will
form a basis for the development of the detailed plan for the final
withdrawal of the Garrison.
FINANCIAL ASPECTS AND THE DCA
43. The baseline for funding changes resulting from the 1993 Review
will be LTC 93. Details of changes from the agreed LTC 93 provision,
for example manpower numbers and equipment disposals, will be costed
and where necessary entered in LTC 94 as Alternative Assumptions (AA).
AAS will be required from budget areas other than Hong Kong HLB, as
some costs of operating the Hong Kong Garrison fall to other HLB's.
This process will require close control and coordination.
44. The impact on the DCA will be considered as a part of the normal
LTC process, with AAs raised as required. The status of the Garrison
