35. JTP 68. The current LEP and LEC manning situation does not
indicate a need for any major revision or future early implementation
of JTP 68. The plan should be reviewed in 1993 however, to take into
account possible changes in the future detailed requirement.
PUBLIC RELATIONS AND PUBLIC INFORMATION
36. Media interest during the rundown period, particularly in the
last 12 months preceding withdrawal, will be substantial. It is likey
to focus not only on the administrative arrangements but on the whole
spectrum of Hong Kong's political, social and commercial stability.
These are primarily areas of FCO and HKG concern, but military
withdrawal arrangements will also attract
media attention. The
military Public Relations (PR) and Public Information (P Info)
response will be driven by events and will need to be shaped to take
account of the overall background in which the final withdrawal of the
Garrison takes place. Final details of the presentation of particular
events can therefore only be addressed as key dates approach, but a
general policy line of positive and open dealing with the media should
be adopted; to include
to include the publication of key milestones in the
withdrawal of the Garrison once approved by ministers and COS.
37. PR/P Info activity must demonstrate not only an orderly military
withdrawal but
but also provide tangible evidence that HMG's defence
responsibilities and commitments to HK are being met until 1997. Also,
PR/P Info should contribute significantly to securing (in HK, the UK
