Role and function of the garrison
The garrison has a symbolic role as a concrete expression of UK sovereignty over Hong Kong.
The police have now taken over border duties from the garrison. But in a time of internal unrest the garrison would be available to resume border duties, releasing the police for use elsewhere.
The RN patrol craft ensure that a sovereign presence is maintained in the waters of Hong Kong (which have been subject to many Chinese incursions). They also assist in anti-smuggling operations.
