the original estimate for 1992-93 as supplied. August 1991, it was forecast that expenditure on

refund to HKG) and $874,000. The updated figures provided in
February 1993 show the actual expenditure was (positive)
€521,000 and $32,743,000. Thus the swing on major items
alone was $43.4 million. Other items of Equipment, Stores
and Supplies had
forecast at £19,399,000 and
Actual spending was £31,777,000, 63.8% above
estimate, which was only partially offset by lower spending
of $67,449,000 in local currency. The swing on these other items was therefore $116.9 million net. Thus total spending on stores and equipment was over $160 million (42%)`above the
original estimate, and $80 million (17.6%) above the
equivalent figures for 1991-92 (All calculations assume a
uniform exchange rate of HK$13.5 to the pound).

HKG is surprised at this very substantial increase
and deviation from estimate. The life expectancy of the
Garrison is limited, and one Battalion was withdrawn in the
autumn of 1992.
The expectation would therefore be for a
reduced level of inventory and lower levels of expenditure.

Preliminary enquiries with HQBF as to the
explanation for this higher spending identified new vehicle purchases as one major cause. The Garrison took delivery of

new vehicles (105 Corolla Station Wagons, 24 Corolla Saloons, and 39 Nissan Vans) in 1992-93.
