At the meeting of the Financial Procedures Committee on 8 February, I gave notice that the Hong Kong Government had a number of major queries on the 4th
Quarter invoice.

resolution of those queries, the Hong Kong Government

purpose of this letter is to set out in detail the Hong
Kong Government's queries.
1992-93 Outturn
The difference between the original
estimate for 1992-93, as supplied by HQBF in August
1991, and the actual outturn (taking the 4th Quarter
invoice at face value) is $224 million.

greater but for a fortuitous credit in
August 1992 of sums which should have been paid to Hong Kong in earlier years.
