Further to Reference A above, and in light of the generally positive replies received to date, addressees who have not yet responded to the desk-level circulation of the draft 1993 Review of the Hong Kong Garrison Outline Withdrawal Plan are advised that non-receipt of comments or amendments by 24 March 1993 will be regarded as desk-level concurrence with the draft desk-level paper.
