When a programme is prohibited, the IPC should be consulted on the need to provide a replacement either from RTHK or from the station itself.

Section 25A (1) and (2) of the Television Ordinance, and clause 23 (2) of the First Schedule to the Licence to Broadcast in the case of TV stations gives the Broadcasting Authority (or CTEL exercising the delegated authority) legal power to require the stations to broadcast such replacement programmes. If assistance is necessary, RTHK should be notified as early as possible through the IPC.

Curfews

26.

A stock of curfew warrants for essential staff is kept by Security Branch and the CEO would apply for a sufficient number if the need arose.

27.

The CEO would issue warrants to all officers who have to travel during a curfew. Receipts should be obtained and a record of the names and identity card numbers of warrant-holders should be kept. The should ensure that any directives by Security Branch concerning these passes are complied with.
