The Committee will meet early each day to review the previous day's operations and to discuss courses of action.
DIS or DDIS will brief the meeting on the content and general tenor of the morning's news media.

The Committee will normally meet before the GSC assembles and will prepare recommendations to be put to GSC.
Depending on circumstances and developments, the Committee may meet again soon after the GSC meeting So as to implement decisions but, wherever possible, decisions and information will be relayed to individual members by the IC or his staff.
GOVERNMENT INFORMATION SERVICES
General

During the period before an emergency is fully developed, GIS
may be required to pass important messages to Government departments, public utility companies and certain private companies in Hong Kong. It may also be necessary to issue certain public announcements.

GIS will maintain an up-to-date list of all companies with which GIS would need to establish and maintain an early contact during the development of an emergency and will maintain details of the geographical boundaries of curfew zones (as described in Chapter 7 of this guide).
9.
During the period leading up to an emergency, DIS will reinforce newsroom staff as necessary in order to maintain an efficient 24-hour service to the news media, including those from When it becomes necessary, DIS will order the following to be manned on a full-time basis :
