Activation of WAGER
5.
The decision to implement Operation WAGER will be made by the Governor's Security Committee (GSC) on the advice of the Security Control Committee (SCC). WAGER may be activated when one or more of the following conditions is met:-
(a) the daily arrest rate reaches 600, being

(b)
the number of IIS detained in SUL reaches 600;
(c)
the PRC refuses to repatriation;
accept IIs for
(d)
intelligence strongly indicates that a major influx of IIs is imminent.
6.
Overall command and coordination is the responsibility of the Security Control Committee chaired by DCP OPS.
Participating units will be
commanded at appropriate levels.
