Military aircraft remain within the Military Outer Flying Boundary, except in the land border area, unless prior political clearance is obtained through Security Branch (e.g. for a search and rescue operation).
The Military Outer Flying Boundary includes a defined air lane south-east of Hong Kong.

Incursions

Any sightings of unauthorized incursions by Chinese or other aircraft into Hong Kong airspace are to be reported to HQCCC and by HQCCC to Security Branch.
Unauthorized Landings

If a military aircraft from China or any other nation lands in Hong Kong without permission it is to be prevented from taking off, and those on board are to be detained, until the Governor has agreed to its release. A separate Security Branch instruction sets out in more detail the action to be taken.
