Frontier Security Sub-Committee (a sub-committee of the Regional Security Control Committee/New Territories) deals with policy implementation and matters of detail on the Frontier.

The Regional Security Control Committee (Marine) exists to deal with maritime problems in general, including operations to preserve the integrity of the Square Box.

Relations with the Shenzhen Authorities

Under the Border Liaison System, the Police, Immigration and Customs each have a Liaison Officer and an Assistant Liaison Officer who meet regularly with their Shenzhen counterparts to discuss matters of mutual concern. They also act as conduits for the passage of information from other departments, for instance in connection with the joint developments along the frontier.

This is particularly

the case with the Police Border Liaison Officer, the Deputy District Commander/Frontier, and his opposite number, the Deputy Head of the Shenzhen Foreign Affairs Office. Their link has proved very efficient on many occasions for investigating minor border incursions and similar incidents.

The liaison machinery is reviewed annually at a meeting between the Public Security Bureau and Foreign Affairs Office of Guangdong and a Hong Kong team led by the Political Adviser and including representatives of Security Branch and Immigration Department, as well

the Liaison Officers themselves.

of the four Joint Working Groups established by the 1982 agreement, the Joint Working Group on Controls at Entry/Exit Points is primarily concerned with border security and deals with matters arising from the development of the existing border crossings and the construction of new crossings.

The Hong Kong side includes representatives of Security Branch, Political Adviser's Office, Immigration, Customs, Police and Transport Branch and the Shenzhen team has a similar composition.
