Special Requirements
19.
Apart from the above general considerations there are three aspects of banking activities which are likely to be required throughout an emergency :

the maintenance and continuance of computer operations;
the functioning of security guards; and
urgent requirements of cash by the Treasury.
Government Business with the Banks
20.
This will be restricted to the note-issuing banks and, for the purpose of cash transactions, to the Kowloon Bay Main Treasury of the Hongkong and Shanghai Banking Corporation Ltd and the Wanchai Tower Central Cash Treasury of Standard Chartered Bank. It is anticipated that Government's cash requirements during a curfew will be very small.
21.
The payment of Auxiliary Emergency Units will normally not take place until the end of an emergency, and it is therefore not expected that the restriction of cash-drawing facilities to the two branches mentioned will cause any real inconvenience.
