If not, a payment voucher (GF 552/554) must be prepared and submitted to the Treasury in Hong Kong or the Sub-Treasury in Kowloon.

The allocation of expenditure of these essential emergency expenses will be charged initially to a contingencies advance account 'Advances

Emergency' pending formalities for the fund voting. The user code for this advance account will be advised by the Treasury. Sufficient detail to show the nature of the expenditure and the necessity of it must be given in the vouchers. (See also paragraph 6 above for the limitations of authority to incur expenditure.)
Expenditure Not Arising From the Emergency
16.
If the situation permits of some services continuing undisturbed by the emergency, accounting for expenditure in connection with those services will comply in every respect with normal Government accounting procedures.
BANKING AND PAYMENTS
General
17.
In a severe and intense emergency, banking operations will be necessarily curtailed due to the security risk involved in banks operating in such circumstances. As a general rule banks will therefore close promptly at the beginning of serious disturbances in their vicinity.
18.
Thereafter during the emergency the resumption of banking activities is likely to be hampered by the imposition of curfews at various times and places. However, if the emergency is prolonged it will be desirable to provide some banking facilities :
