OPERATION TEEMING

In August 1967 all explosives were withdrawn from civil contractors and are now held at Stonecutters Island Explosives Depot and the Kowloon Explosives Depot (Piper's Hill on Tai Po Road). Responsibility for guarding the Depots rests with the Army Depot Police (Stonecutters Island) and private contractors (Piper's Hill).

Responsibility for the security of day to day explosives deliveries rests with the Commissioner of Mines,

whilst Headquarters Command and Control Centre serves as the co-ordinating authority for the overall security of explosives.

There is a continuing need to maintain the basis of a security controlled explosives delivery scheme in order that Police escorts can quickly be provided should circumstances so require.

Controlling Legislation

There is no specific controlling legislation for Operation TEEMING but by virtue of Section 6 of the Dangerous Goods Ordinance, Cap. 295, it is an offence for any person to move, store or manufacture dangerous goods without an appropriate licence issued by the Commissioner of Mines.

Aims

5.

The objective of Operation TEEMING is to co-ordinate arrangements for the secure issue and delivery of explosives to the work sites throughout the Territory in day-to-day and emergency situations.
