Annexure to this Part).
10.
In the event of telephone failure at locations not connected by VHF radio, a controller may arrange a messenger service, depending on the importance and circumstances of the communication, from the nearest VHF radio station.
11.
If all
intra-departmental
communications
fail, and if a serious situation is developing, or developed, the senior officer present will send a situation report to the police emergency services through the 999 network or by whatever appropriate means he can.
12.
In all communications it will be imperative that clear, concise and accurate situation reports and instructions are given. The most senior officer on any work site, or a person nominated by him, will keep a written log of all communications and actions taken.

13.
Staff who are responsible for mechanical plant will immediately take steps to ensure that oil levels are corrected, fuel tanks are filled and that all equipment is in a condition to operate with the minimum of attention.
14.
Sections with vehicles will ensure that oil levels, battery levels, etc. are checked and that fuel tanks are filled. Protective wire screens,
where supplied, should be fitted.
