The responsibilities of
Planning, Environment and Lands
the principal (PEL) and Works
departments are described in the following parts. They will carry out their normal functions to the extent that is possible.

However, should the situation warrant it, the Secretary for Works will establish a Joint Emergency Public Works Co-ordinating Committee (EPWCC) staffed by his Branch, the PEL Branch and by the PEL and Works Departments. Its functions would include :

monitoring the availability of personnel and keeping the GSECC
and resources informed;
liaising with contractors and assisting in the procurement of additional resources from the private sector;
in conjunction with the GSECC, estab- lishing priorities for public works, including essential works for the private sector;
authorising departments to undertake work outside their normal functions; and
organising such other emergency measures as might be necessary (e.g. initiating requests to GSECC for the implementation of emergency legislation).
Its basic membership will be :
