SECTION 5

SHIP REPAIRS

INTRODUCTION

The Government Dockyard (GD) of the Marine Department will carry out such essential maintenance and running repairs as may be possible and necessary for marine craft owned or hired by Government and required to be operated in a civil emergency.

GENERAL

2.

To meet this aim, the Government Dockyard will deploy all available direct and contractor labour to repair and maintain in operation as many Government vessels as possible, including vessels that may have been requisitioned by the Director of Marine.

3.

Should it become necessary to carry out urgent repairs to ocean-going vessels, Hongkong United Dockyard Ltd. (HUD) will be requested to carry them out.

4.

As a last resort it may be necessary for the Director of Marine to issue directions requiring that priority be given to a ship repair at a particular shipyard. (It will be necessary to introduce a legislative amendment to cover this contingency.)

5.

The staff of HUD and any workers required by HUD and GD to carry out ship repairs may need to be issued with curfew warrants.

EMERGENCY OPERATIONS

6.

Direct and Contractor Labour at the Government Dockyard may be organised into three shifts to give a 24-hour repair service for the Government vessels listed in Annexure B to this Part, Security Force vessels and for requisitioned or hired craft. They will not however be responsible for repairs to HKF or Star Ferry Company vessels as these companies can cope with their own repairs.
