The structure of the units is designed to provide an organisation within the Marine Department which is specifically adapted to the role of the department in an emergency. This role may involve strengthening some activities or even undertaking special tasks, while foregoing others. It may also involve the transfer of some senior and highly reliable staff from their normal roles to other duties.
CARGOES OF FOODSTUFFS

If any food considered to be essential by the Food Control Unit has to be discharged from ships, it may be worked at the Ocean Terminal and/or Kwai Chung Container Terminal. The operating companies will maintain sufficient staff for this purpose.

If these facilities are inadequate or are inaccessible because of the emergency, the Director may, on the advice of EPOCC, direct vessels carrying essential cargoes to other specified berths and public cargo working areas. The necessary authority for such a direction is contained in Section 16 (c) and (d) of the Shipping and Port Control Ordinance.

In exercising these powers which may be used in respect of all vessels, it may be necessary for the Director to arrange stevedoring services from whatever sources of labour may be available and ensure the continuity of pilotage services. Pilots and any workers required to assist in the mooring and berthing of ships may need to be issued with curfew passes.
