Under these circumstances, it may be necessary for the Director to arrange for the vessels to be crewed from whatever sources or labour may be available.

The Director will only requisition vessels as a last resort, when all means of persuasion have failed.
COMMUNICATIONS

Many towing vessels have radio communication with their head offices, and ocean-going ships over 300 tons gross are equipped with V.H.F. radio- telephone and are able to maintain constant contact with the Port Communications Centre (PCC) at the Marine Department. The PCC will be developed into the Vessel Traffic Centre at the Macau Ferry Terminal (outer Island).
INTERNATIONAL AND LOCAL FERRY SERVICES

During a curfew the Macau and China ferry services may not be permitted to embark or disembark passengers. In the event of a territory wide curfew, local ferry traffic would probably cease except for the cross harbour traffic referred to in Section 4.

Where a curfew is limited to a specific area, ferry services may be allowed to continue to operate between points not affected by the curfew order. Where necessary the Emergency Public Transport Control Unit may authorise the temporary alteration of routes or the provision of temporary services in accordance with Section 14 of the Ferry Services Ordinance, Cap. 104.

The Marine Police will supervise the movement of vessels which are given permission to discharge or pick up passengers at points within a curfew area.
