Director will move to Kai Tak. He will set up the Airport Management Centre, in Room 550 of the Passenger Terminal Building. This will deal not only with the movement of flights to and from Hong Kong, but also with the movement of staff and passengers to and from the Airport.

In addition to CAD personnel, officers from the Police, Immigration, Customs and the RAF will be needed at the Airport Management Centre. Representatives from airlines and other companies involved in the operation of the Airport will be invited as and when required.

General Administration

Difficulties may be experienced,

particularly during curfews, over the relief of staff on duty (both CAD personnel and those working for other Government Departments and the airlines). Coordination and cooperation will be crucial.

The Airport General Manager (AGM), working through the Movement Coordination Centre, will make arrangements for the transport of staff or, if necessary, their accommodation at the Airport itself. (If additional transport is required, the Airport Management Centre will contact the Controller, Government Land Transport.) All organizations will try to minimise the need to bring staff to and from Kai Tak during curfews.

The AGM will also have to tackle the problem of stranded passengers. If he cannot arrange for their transport from the Airport, he will make them as comfortable as possible where they are perhaps enlisting the help of the Regal Airport Hotel.

34.

The maintenance of catering facilities for staff and passengers will be especially important. The AGM will make sure that the caterers maintain sufficient stocks of food to cover a sustained increase in demand.
