Whenever possible, depending on the seriousness of the situation, international commercial aircraft will be permitted to arrive and depart and to disembark and embark passengers. Club/private flying may have to be restricted or stopped altogether. Should conditions deteriorate to the point where the airport is to be used for evacuation purposes, it will be necessary to restrict flights (including locally based commercial

helicopters) to only those considered essential by the Director of Civil Aviation and the Secretary for Security.

Immigration and Customs Controls

Immigration and Customs controls will be maintained at all times. Depending on the circumstances, security checks on baggage and cargo for arms and explosives may have to be intensified.

Aircraft Maintenance

Every effort will be made to ensure that the Hong Kong Aircraft Engineering Company (HAECO) continues to function efficiently. If, due to staff shortages or for any other reason, HAECO cannot fulfill its normal functions, the Company will inform the Director of Civil Aviation accordingly. In such instances the normal order of priority, subject to any changes on the authority of the Director of Civil Aviation, will be :

provision of ramp servicing and services to transport aircraft of the Royal Air Force and civil aircraft on military charter;

maintenance of the helicopters and other aircraft of the Royal Hong Kong

Auxiliary Air Force, and helicopters of the Royal Air Force and the Army;

provision of ramp servicing and services to any other operators permitted to operate by the Director of Civil Aviation; and
