CONFIDENTIAL

13.

In the event of a curfew being imposed over an area of Kowloon which includes the Airport and the access roads to the Airport from the hotel area of Tsim Sha Tsui (and whether or not the curfew covers Tsim Sha Tsui itself) the following action might be taken :

14.

(a)

(b)

(c)

(a)

airport perimeter gates will be closed at the start of the warning period and only bona-fide airline passengers and airport staff under police escort (or airport staff in possession of curfew warrants together with Hong Kong Identity Cards) will be permitted to enter to the Airport;

security forces will be deployed as necessary to provide adequate security of the Airport and its vulnerable points;

the Airport Management Centre will issue curfew warrants, arrange police escorts and arrange transport for passengers and airport staff as far as practicable; and

if necessary, arrangements will be made to accommodate passengers and staff at the Airport.

Clearly, there are other possibilities (e.g. a curfew over part of Kowloon, but not

including the Airport). The detailed arrangements would have to be worked out by the Airport Management Centre at the time.

Control of Air Traffic and Airport Operations

15.

The Air Traffic Management Division, Airport Management Division and the Telecommunications Unit of CAD assisted by the Civil Aviation Division of Hong Kong Telecommunication International (HKTI) will continue to be manned. This is necessary since HKTI staff carry out essential maintenance of ATC and telecommunications equipment. If the provision of reliefs is seriously hampered by curfews or other causes, DCA will have to consider curtailing services.
