THE AIRPORT

INTRODUCTION

The Director of Civil Aviation (with the assistance of Senior Management of Airport Services Companies operating at the Airport) will attempt to keep Hong Kong International Airport open for British Military aircraft operations and international civil air traffic as far as is practicable, throughout the day and night, during a time of civil disturbances.

POWERS

The Hong Kong Airport (Regulations) Ordinance, Cap. 292, is the general authority.

There are also powers under the Public Order Ordinance Cap. 245 and the Emergency (Principal) Regulation Cap. 241 to:

control the entry and departure of aircraft (Sections 34 and 35 of the Public Order Ordinance);

control the supply of fuels, victuals, etc. to aircraft (Regulation 52 of the Emergency (Principal) Regulations); and

control navigation of aircraft over Hong Kong (Regulation 57 of the Emergency (Principal) Regulations).

General Outline

4. The Deputy Director of Civil Aviation (DDCA) will control the operation of the Airport, assisted by the Airport General Manager (AGM). He will be located in, and supervise the operations of the Airport Management Centre (details of which are given in paragraphs 29 and 30).
