The number of vehicles involved will in most cases preclude their being escorted by the Police, but vehicles carrying food and fuel may be provided with armed escorts by the Customs & Excise Service.

PETROL AND OIL

If petrol stations are closed during an emergency, vehicles on the Emergency Vehicle Allocation List may make use of the fuel depots maintained by the Government Supplies Department at the EMSD workshops at Caroline Hill, Hong Kong and at Sung Wong Toi Road, Kowloon.

Diesel fuel is not available from the Kowloon depot, and there is a limit to the amount of petrol which can be provided by both depots. Supply may also be drawn from the USD/RSD Vehicle Depots at Sai Yee Street, Whitfield (Causeway Bay), Kwai Chung & Tuen Mun Depots.

In the event that the supply is insufficient to meet the demand, the GSECC will decide on priorities in consultation with departments concerned.

The Director of Oil Supplies will endeavour to maintain supplies of petrol and other fuels to certain departments, and to keep key petrol stations open (see Chapter 10, Part V).

BREAKDOWNS

15.

In the event of a vehicle breaking down, the Electrical and Mechanical Services Department will be responsible for recovering and repairing it as soon as circumstances permit.
