For any emergency, the ETCC's first contact point is the control room of the Shing Mun Tunnel (SMTFCP). The SMTFCP is equipped with two dedicated telephone lines (Tel No. 410 0066 and 410 0193) and one dedicated fax line which are manned around the clock to receive emergency messages. The SMTFCP would then relay the emergency message to the various Duty Officers of Transport Department who carry mobile telephones and pagers 24 hours daily for emergency contact purposes. The Duty Officer would seek advice from the Deputy Centre Controller, the Centre Controller, or the Commissioner for Transport on the activation of the ETCC depending on the size and duration of the emergency.

RESPONSIBILITIES

In case of a civil disturbance the ETCC will be generally responsible for :

(i)

ensuring the continuance of public transport services in areas not affected by a curfew or intensive civil disturbances;

liaising with all public transport operators and co-ordinating their efforts in achieving (i) above;

keeping the public informed of any emergency public transport arrangements introduced;

advising S for T and C for T on the need to invoke emergency powers under the various ordinances governing the operation of different public transport modes; and
