Dry Rations

Department will appoint a Dry Rations Officer who, together with a staff, will responsible for:
(a)

receiving from the Rations Officer all requests for supplies together with complete details of the order;
making up sufficient dry rations from Food Unit or wholesale sources to
provide the meals required;

issuing receipts to suppliers;
(d)

despatching rations to units; and
forwarding all accounts for payment to the Food Unit's Accounts Officer.

Social
Welfare Department will be under heavy pressure in the sort of situation envisaged. In addition to their normal activities it is possible that orders for feeding people stranded by curfews and the staff and inmates of emergency holding centres may be placed on them.

It
is essential therefore that only requests the most urgent nature be passed their way. Even then, it is possible that SWD resources may be inadequate.

8. Hotels
The Secretary of the Hong Kong and Shanghai Group could be requested to assist (see para 35 in Pt III). The CAS also have reserves of manpower and cooking equipment which may be utilised.

In the event that SWD normal supplies of bulk foods are disrupted, the Food Unit HQ should be requested to make up the deficit. This will be the responsibility of the Trade Department Dry Rations
Officer.
