This could be achieved by offering temporary Essential Services Corps membership or by direct grant of cash to the Food Unit Controller for use as the need arose.

communication will be the telephone, although a limited system of R/T sets for GSECC/Unit communication is available.

Any breakdown of communications should be reported to Hong Kong Telephone or (if that fails) to the GSECC (if necessary from the nearest Police/Fire Station whose communications ought still to be functioning) so that repairs can be arranged.
