physical arrangements for press conferences, dissemination of information and the initial handling of press queries will be the responsibility of the Director of Information Services.

TRANSPORT

24.

If the normal commercial distribution of supplies to retailers breaks down due to transport difficulties, the Deputy Director of Urban Services will be responsible for co-ordinating the movement of civil and Government fleets.

An officer will be appointed as Transport Co-ordinator, stationed in Food Unit HQ. and all requests for transport should be channelled through him.

MANUAL LABOUR

It is envisaged that a major problem in the movement of food will be manual labour. Although mechanical handling in recent years has replaced the coolie to a major degree, a large pool of manual labour would still be required.

whatever labour was available from normal commercial sources would be utilised.

If it were necessary to supplement this force, Sub-Units within the Food Unit may be able to supply labour, ie,

and to a lesser degree
