event of individual attacks on staff, the Police will be informed immediately and the staff concerned will be withdrawn to a safe place.

Incidents involving staff on construction sites, clearances and squatter control patrols will also be reported immediately to the Police.
Sabotage and vandalism

Acts of sabotage or vandalism will be reported to the Police and, depending on the seriousness of the situation, Police assistance will be sought. Housing Department staff will deal with individual incidents in the first instance.

In respect of construction sites, incidents may occur where a contractor has gone bankrupt and has left labour unpaid. The Department will immediately secure the site by employing a security firm and will inform the Police and Labour Department about the situation.
Disturbances

Immediate Police assistance will be sought in any such incident. Housing Department staff will secure all property and equipment as far as possible.

In respect of construction sites, strikes or sit-ins may occur. It is the contractor's responsibility to prevent unruly behaviour on the site and to preserve the peace; however his liability only covers his own staff and those sub-contractors engaged upon the works, and he must allow free access at all times to the Police. The Housing Authority has the power to order any work to be carried out so as to ensure the safety of the works and the public.
