In the event of an emergency, the duty

officer will notify the duty team controller who will activate the DCC to full operating capacity. Communication will then either be by telephone or by radio telephone. The DCC will remain in operation for the duration of the emergency and will maintain close contact with the GSECC.

Rent Strikes

The Director of Housing will arrange for petitions to be accepted, keeping the Police informed, especially in respect of organised petitions. Where tenants refuse to pay their rents as part of mass protests, the Department will arrange for rent collection teams to call upon individual tenants on a door-to-door basis so that rents can be collected as far as possible.

At the same time, the Department will maintain close liaison with the Police to ensure that the situation is kept under control in individual estates and that staff are not put at risk.

Attacks on Staff

Staff are required to carry out enforcement action such as hawker control and the impounding or towing of motor vehicles within estates. Some hawkers may join forces with triad elements to put up resistance.

Similarly, drivers resentful at having their vehicles towed or impounded may attempt to inhibit enforcement action.

Where there are signs of an outbreak of violence in such circumstances, staff will immediately seek assistance from the Police. In the
