As far as possible
refuse collected will be
disposed of in the following manner:
(a) in Kowloon
Kowloon Bay Refuse
Transfer Station and Kwai Chung Incinerator;

(b)
in Hong Kong
(c)
Incinerator (until
* Kennedy Town
March 1993) and
Island East Refuse Transfer Station; and
in the New Territories
the Kwai
Chung Incinerator and/or any other operational landfills as designated by the Director of Environmental Protection.
Should the normal disposal facilities fail, emergency dumping procedures will be brought into use as and where dumping areas are available.
DISINFECTION AND OTHER HEALTH MEASURES NECESSARY IN CASES OF NOTIFIABLE DISEASES AND FOOD POISONING OUTBREAKS

In
an emergency
the
responsibility for serious diseases or food
identifying epidemics of poisoning outbreaks will rest with the Director of Health. He will inform the Directors of Urban and Regional Services of any special measures that need to be taken in areas affected though in curfew conditions, action may have to be taken by the Security Forces.
19.
The plan is for essential staff to man the Duty Room at Sai Yee Street Depot, Kowloon where the disinfector is installed to enable certain minimum duties to be carried out as required :
(a) infectious clothing collections; and
(b)
hospital dressing collection service (special arrangements may need to be made during curfews).

The continued operation of gazetted markets will be essential.
