Under circumstances where normal commercial supply is no longer possible it will be the responsibility of the Oil Supplies Unit to direct utilisation of all available facilities to maintain supplies to the key Military and Government automotive fuel dispensing points
obtaining priorities, if necessary, from the GSECC.
Emergency Supplies for Other Users

Each oil company will designate three key filling stations (with alternatives) one each in Hong Kong, Kowloon and the New Territories. Each company will plan to provide at least four filling station crews for each station in order to man them on a 24-hour basis. The crews when called out will always report in the first instance to their nearest terminal or depot, from where they can be transported to their place of duty
under armed escort if
necessary.
(NB: Initially, the managers of the filling stations may need to implement their own, ad hoc,
distribution control schemes.) The Oil Supplies Unit will coordinate arrangements with the oil companies regarding how the filling stations will allocate available fuel supplies.
Emergency Supplies for Essential Transport Services

In order to maintain public and other essential transport services in areas not affected by a curfew, fuel supplies to the public transport companies should be continued under the direction of the Oil Supplies Unit, on the basis of priorities specified by the GSECC. (In particular, it may be necessary to maintain KCR goods and other heavy goods traffic in
order to ensure the movement of essential food supplies.)
