DISTRIBUTION CONTROL
During an outbreak of disturbances, the main problem will be that of the interruption of internal distribution systems. This may occur at any time and without warning, So that it will probably not be possible to devise an equitable territory-wide distribution scheme per se. However, distribution will have to be controlled. Under Section 6 of the Oil (Conservation and Control) Ordinance 'the Director or an authorised officer may give to any supplier of, or dealer in, oil such directions as to the storage, supply, use or disposal by him of any oil as he may think fit. The following sections indicate how this might be done.

Company
has contractual for maintaining 15 days normal supply and a strategic reserve inventory (SRI) of 30 to 50 thousand tonnes of medium fuel oil for China Light and Power Co. Ltd.
In addition, China Light and Power maintains a minimum stock of about 30,000 tonnes of medium fuel oil at their Castle Peak Station. The Hong Kong Electric Co Ltd does not have any agreement with oil companies guaranteeing the supply of fuel oil or gas oil in an emergency situation.
On the basis of the Shell Company's normal supply capabilities, it maintains a stock of 22,000 tonnes of fuel oil and 11,000 tonnes of gas oil at its Lamma main plant.

Power stations capable of being fired by both coal and fuel oil have been commissioned at Lamma Island and Castle Peak. The decision on whether to operate on oil or coal supplies would be taken in the light of the circumstances prevailing at the time.

As soon as an emergency seemed imminent, the Government would consult with the utility companies and determine whether stock levels at the latter's premises should be built up to the maximum possible.
