regards internal distribution, the Unit's main tasks would be :

to provide the co-ordination necessary to maintain deliveries to the Security Forces, essential services and the public; and
to
to strengthen security measures protect stocks and equipment against loss through fire or sabotage.
Before an emergency became fully developed the Unit would :

(a) test communications with and between the
oil companies and tighten security;
(b)
decide

the
arrangements; and
detailed
emergency
identify the needs of the Government and the Security Forces.
During an emergency, the Unit would be responsible for assisting the oil companies in the maintenance of the following essential services, relating to the handling and distribution of the main petroleum fuels (i.e. fuel oil, diesel fuel, gas oil, kerosene, gasoline, aviation fuels, bulk LPG) and lubricants:
(a) At Main Terminals and Depots
(i)
receipt tankers,
(ii)
wharf
and
discharge
of
and jetty loading into barges and harbour craft,
(iii)
barge
bridging/delivery
to
depots, utilities, shipping and
small craft refuelling,
bulk lorry loading,
(iv)
(v)
drum-filling,
(vi)
packed lorry road loading,
(vii)
bulk lorry road delivery,
