under conditions of a curfew it is to be expected that the load will be reduced by up to half of the normal requirement due to cessation of work at factories and offices; and
most locations can be supplied from one or more substations and hence even if a substation is damaged, supply could normally be resumed within two hours (in the rural areas, however, the supply system is on a more linear basis and damage to substations could involve more prolonged disruption).
Load Shedding

If and when load shedding becomes necessary, it should be carried out as far as possible on a selective basis and not on an area blanket basis. Where a blanket basis has to be employed the supplies should be maintained to areas having the following services (in rough order of priority) :
(a)
Hospitals (without emergency
generators);
(b) Waterworks Installations
(without generators);
(c)
Street Lighting;
(d) Public Housing Estates;
(e) Hong Kong & China Gas;
(f)
Hong Kong Oxygen;
(g)
Mass Transit Railway;
(h) Kowloon Canton Railway;
(i)
Light Rail Transit;
(j) Harbour Tunnel;
(k)
Oil Installations;
(1)
Tramways.
