Three basic situations are envisaged.
Full-Supply, No Curfew

When disturbances occur during a period of full water supply, and when no curfew is imposed, WSD will adopt the basic organisation which it employs for typhoons. Normal operations will continue as far as possible. Each of the main depots will come under the control of a Chief Engineer and standby teams will be ready to deal with damage to the supply systems. The Waterworks Radio Network will be manned.

In addition, arrangements will be made for the guarding of key installations. If there is a threat of widespread sabotage, it will probably be necessary to restrict protection to certain complete sub-systems of water supply.

When a curfew is imposed during a period of full supply, sufficient curfew passes will be obtained and issued to operations and maintenance staff in order to enable them to carry out emergency duties as required.

It may be necessary to stock up food at certain key Waterworks installations to cater for the needs of the essential operations and maintenance staff
