RESPONSIBILITY OF OWNERS/OCCUPIERS OF CIVIL KEY POINTS

Physical Security

Owners/Occupiers of Civil Key Points should ensure that adequate measures have been taken to meet the threat of mob and sabotage attacks. The main defence against such attacks is a well protected perimeter with additional protection for, and restrictions on access to, vulnerable points (control rooms, etc). Fire is often the main weapon used by mobs; they either break into a building and set it on fire from the inside, or throw incendiary materials into it from the outside. Lower floors of buildings should therefore be well protected by metal, toughened glass, or wooden barriers covering every door and window space. If possible physical defences such as roller shutters, expanded steel mesh, etc., should be fitted so that, given reasonable warning, the entire premises can be closed off and the risk of unauthoritised persons getting into the building reduced to a minimum.

Personnel

Essential personnel who will be required to attend for duty during an outbreak of civil disturbances should be most carefully selected to ensure, in so far as it is possible, their loyalty. All non-essential personnel, and personnel whose loyalties may be in doubt, should be directed to remain at home. Feeding and accommodation

arrangements should be adequate to meet the needs of all essential personnel during prolonged periods of duty.

Communications

Public telephone systems become overloaded in an emergency and it is possible that the telephone exchanges themselves may become targets of attack. Alternative means of communication should therefore be available to summon assistance if the installation is attacked at a time when the public telephone system is ineffective.
