The Key Points Committee (KPC) is established sub-committee of the Security Control Committee (SCC), which will direct overall policy in regard to the protection of vital installations.

The KPC is chaired by the Commissioner of Police's representative and includes representatives of the Secretary for Security, the Commander British Forcs and the Director of Special Branch. It is responsible for overseeing the implementation of policy directions from SCC in relation to the security of Key Points, and for recommending to SCC any changes in policy which may be considered necessary in the light of prevailing circumstances.

The tasks of the KPC are :

(a)

to review planning;

(b)

counter

sabotage policy and

to consider the sabotage threat to Key Points in Hong Kong;

(c)

to

define the criteria for the classification of an installation as a Key Point;

(d)

to

classify

installation

as

or de-classify an

a Key Point within

existing criteria;

to maintain the list of Key Points;

to advise Government Departments and Public Utilities on counter-sabotage protection;

to conduct counter-sabotage surveys on Key Point installations and to prepare contingency plans for their protection in the light of the assessed threat;

to advise on the deployment of Security Forces personnel to guard Key Points;

to

plan and implement a programme for training of

personnel in Key Point protection; and
