In certain
circumstances, it might be necessary to restrict the movement of people within a given area by imposing a curfew. By virtue of section 31 of the Public Order Ordinance (Cap. 245), the Governor may by Order impose a curfew over such areas and during such hours as may be specified in the Order. The effect of such an Order is to require the persons to whom it is addressed "to remain indoors".

The responsibility for requesting the introduction
of a curfew rests with the Commissioner of Police. If time
time allows, the need for a curfew will be discussed by the Security Control Committee. A recommendation will then be made to the Governor's Security Committee and, if GSC agrees, an Order will be drafted for HE's signature by the Legal Department representative in the GSECC. On some occasions, of course, the requirement for speed will mean that the Commissioner of Police and the Secretary for Security will have to advise HE to impose a curfew without discussion in SCC and GSC.

After HE has signed the Order, S for S
(usually through GSECC) will :
(a) notify HQCCC;
(b)
make the necessary arrangements for the publication of the Order in the Gazette that, on publication, 100

copies are forwarded to the Registrar of the Supreme Court; and
