Water Distribution
14.
The Water Supplies Department will be responsible for the supply of water and the
maintenance and repair of all water installations.
Petroleum Fuel, Oils and L.P. Gas
15.
During an emergency Government will make every effort to distribute petroleum fuels, oils and L.P. gas on a normal commercial basis. Should a situation arise whereby this is no longer possible it is Government's responsibility to provide essential fuel and L.P. gas or an alternative method of
providing cooked food to prisoners and all essential workers.
Emergency Lighting
16.
Auxiliary generators supply a minimal amount of lighting at most institutions. The Department will maintain a sufficient supply of oil lamps to meet its requirements.
Transport
17.
All departmental vehicles will be fitted with protective wire screens. The Senior Superintendent
(Adult Offenders) will assume overall control of departmental transport and will liaise with the Controller of Government Land Transport and the Director of Marine for additional transport requirements.
Stores
18.
Stocks of non-perishable emergency stores are held by the Director of Government Supplies and will be supplied upon request.
Communications
19.
All institutions, listed below, are connected to the Hong Kong Telephone Company service and their telephones will remain fully manned. Most are also linked by a departmental radio network :
