Transport Policy
In the event of serious disruption to any of the major public transport systems (e.g. buses, railways, ferries and trams), the Government's aim would be to maintain a basic public transport network by adjusting the operations of the remaining public transport services.

Day-to-day supervision of these arrangements would be the function of the Emergency Transport Co-ordination Centre, staffed by members of Transport Department, working to the Commissioner for Transport.
This Centre, headed by the Deputy Commissioner for Transport, would also be responsible for advising the Commissioner for Transport or the Secretary for Transport on any emergency measures (including special legislation) which might need to
be implemented.

In the event that there was insufficient transport capacity to cater for normal demands, priority would be given to the carriage of Security Forces, other essential personnel and essential stores.

Bus Companies
The most flexible form of land transport is provided by the franchised bus companies (China Motor Bus Co Ltd; Kowloon Motor Bus Co Ltd; City Bus: and New Lantau Bus Co Ltd).

Bus services are vulnerable to disruption through withdrawal of labour, sabotage of bus depots, shortage of fuel and the imposition of curfews. If circumstances permit, major public transport routes may be exempted from curfew zones; if not, it would be necessary to curtail bus services before the imposition of the curfew. Arrangements exist to provide safe garaging for CMB and KMB buses in protected places away from their normal depots.
