DUS and DRS will also assist DAF in the emergency food arrangements. DUS will co-ordinate the supply and distribution of rations for the Security Forces and essential workers. Both DUS and DRS will maintain the operation of abattoirs and the supply of fresh foods to the general public through designated markets and retailers.

The Director of Water Supplies (DWS) will be responsible for the supply of water and the maintenance and repair of water installations. Department will function from two main centres Hong Kong and Island Regional Office on Hong Kong Island and the Argyle Street Depot in Kowloon and will endeavour to maintain normal service provided circumstances permit.

The
surface installations in the extended water supply and distribution systems are vulnerable to sabotage, and are also largely dependent on the maintenance of an electricity supply for their continued operation. Although it may be possible to protect some water supplies installations, it would be impracticable to guard them all in view of the large number. In the event of widespread damage it would probably be necessary to restrict protection to the major installations and to certain sub-systems of the water supply.

If the civil disturbances coincide with a of water rationing, special procedures will be necessary to regulate water supplies, before and during curfew periods, to
ensure that people dependent on standpipes are able to draw sufficient water before a curfew is imposed, and to enable the water for fire-fighting.
