The Department will also assist in emergency relief operations, including feeding the Security Forces and essential workers.
TELEVISION AND ENTERTAINMENT LICENSING AUTHORITY

The
Commissioner
for Television and Entertainment Licensing (CTEL) will be responsible for monitoring the local TV and radio stations for the purposes of ensuring a balanced and accurate account of events, and preparing summary reports of media coverage.
In the event that it proves necessary to censor broadcast material, CTEL and his staff will be responsible for examining and censoring
it.

CTEL will be a member of IPC and will advise that body on matters relating to the local TV stations (see Part II paragraph 10).
TRADE DEPARTMENT
83.
The
Director-General
of
Trade will
co-operate with the Director of Agriculture and Fisheries in the supply and distribution of food, in particular rice (see Part V paragraph 5).
84.
The Director-General will ensure that the
quantity of rice held in Hong Kong is sufficient for two months normal supply. He may be empowered to determine and enforce a maximum price for rice until the end of the emergency. As far as possible the existing methods of supply and distribution for rice will be used.
85.
If necessary, staff of the Trade Department and the Customs and Excise Department will supervise the distribution and sale of rice to the general public through retailers, and enforce the opening of retail shops.
