The Controller
of the
Government Land Transport Agency (GLTA) will be responsible for providing Government departments with such transport additional to their existing holdings as is required to enable them to function during a period of civil unrest.
This might necessitate hiring from commercial
or requisitioning private vehicles.

The GLTA will not normally be able provide drivers to departments requesting additional transport, but might be able to provide vehicles. Departments should bear in mind that they would need to provide at least one escort to accompany the driver, to act as lookout and to assist in an
emergency.

The Director of Government Supplies is responsible for maintaining stocks of general stores likely to be required in an emergency (except food, fuel, oils and relief items) and for issuing these stores quickly when the need arises.

Stores will not normally be delivered but should be collected from GSD stores by authorised personnel. The location of emergency relief items is detailed in the Emergency Resources Digest, attached to the Security Branch circular 1/92 on "Contingency Plan for dealing with an Aircraft Crash in Hong Kong".
HIGHWAYS DEPARTMENT

The
Director
of
Highways will be responsible, during an outbreak of disturbances, for essential repairs to roads and bridges.

He will give priority to the maintenance of important traffic routes with special consideration given to all tunnels. Requests for assistance should be passed through normal channels, or failing this, to the Joint Emergency Public Works Co-ordinating Committee (see Part II paragraph 14).
